Set Friday’s default to 0 group games, mark the clubs that are local, and give those teams a Friday limit of 0 to 1. The scheduler can then give a local team one Friday game and gives nobody else any. You decide which clubs count as local; a club across a state line can be a shorter drive than one in your own state.
